Transform a distance vector from user space to device space. This
function is similar to <code><a href="/link/cairoUserToDevice?package=RGtk2&version=2.8.7" rd-options="" data-mini-rdoc="RGtk2::cairoUserToDevice">cairoUserToDevice</a></code> except that the
translation components of the CTM will be ignored when transforming
(<code>dx</code>,<code>dy</code>).
