a named list of curl options to set after the handle has
    been created.

curl

an integer or a string that explicitly identifies the
    encoding of the content that is returned by the HTTP server in its
    response to our query. The possible strings are
    <squote>UTF-8</squote> or <squote>ISO-8859-1</squote>
    and the integers

.encoding

This function allows us to set values for the
  possible options in the CURL data structure
  that defines the HTTP request.
  These options persist across calls in the
  <code>CURLHandle</code> object.

The package allows one to compose HTTP requests to fetch URIs, post forms,
     etc. and process the results returned by the Web server. 
     This provides a great deal of control over the HTTP connection and the form
     of the request while providing a higher-level interface than is available just
     using R socket connections.  Additionally, the underlying implementation is robust
     and extensive, supporting SSL/HTTPS, cookies, redirects, authentication, etc.
