This function should only be called after the layout has been
placed in a <code><a rd-options="" href="/link/GtkScrolledWindow?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::GtkScrolledWindow">GtkScrolledWindow</a></code> or otherwise configured for
scrolling. It returns the <code><a rd-options="" href="/link/GtkAdjustment?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::GtkAdjustment">GtkAdjustment</a></code> used for communication
between the horizontal scrollbar and <code>layout</code>.
