Sets the allowable values in the <code><a rd-options="" href="/link/GtkRange?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::GtkRange">GtkRange</a></code>, and clamps the range
value to be between <code>min</code> and <code>max</code>. (If the range has a non-zero
page size, it is clamped between <code>min</code> and <code>max</code> - page-size.)
