Creates a new <code><a rd-options="" href="/link/GtkTextChildAnchor?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::GtkTextChildAnchor">GtkTextChildAnchor</a></code>. Usually you would then insert
it into a <code><a rd-options="" href="/link/GtkTextBuffer?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::GtkTextBuffer">GtkTextBuffer</a></code> with <code><a rd-options="" href="/link/gtkTextBufferInsertChildAnchor?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::gtkTextBufferInsertChildAnchor">gtkTextBufferInsertChildAnchor</a></code>.
To perform the creation and insertion in one step, use the
convenience function <code><a rd-options="" href="/link/gtkTextBufferCreateChildAnchor?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::gtkTextBufferCreateChildAnchor">gtkTextBufferCreateChildAnchor</a></code>.
