Returns the toolbar style used for <code>tool.item</code>. Custom subclasses of
<code><a rd-options="" href="/link/GtkToolItem?package=RGtk2&version=2.20.31" data-mini-rdoc="RGtk2::GtkToolItem">GtkToolItem</a></code> should call this function in the handler of the
GtkToolItem::toolbar_reconfigured signal to find out in what style
the toolbar is displayed and change themselves accordingly
