check_climate_args

Climate functions have three common arguments: <code>start_date</code>,
<code>end_date</code> and <code>tag</code>. This function checks that <code>start_date</code>
and <code>end_date</code> can be converted to date using the format "YYYY-MM-DD",
that <code>end_date</code> is greater than <code>start_date</code>, and that the
<code>tag</code> requested exists.

Downloads wrangled Colombian socioeconomic, geospatial,population
and climate data from DANE <https://www.dane.gov.co/> (National
Administrative Department of Statistics) and IDEAM (Institute of Hydrology,
Meteorology and Environmental Studies). It solves the problem of Colombian
data being issued in different web pages and sources by using functions that
allow the user to select the desired database and download it without having
to do the exhausting acquisition process.
