##### Commutation Matrix

Forms an mn x mn commutation matrix which transforms \(vec({\bf A})\) into \(vec({\bf A}^{'})\), where \({\bf A}\) is an m x n matrix

- m
integer; number of rows of A

- n
integer; number of columns of A
