Processes all RSP preprocessing directives.

preprocessing directives are recursively parsed and preprocessed
as well.
If TRUE, any RspDocument introduced is
replaced (inserted and expanded) by its list of
RspConstructs.
The environment where the preprocessing is evaluated.
An environment hold cut'n'paste directives during
preprocessing.
