Description

Converts a pathname into a URL starting with file://.

Usage

## S3 method for class 'default}(pathname, safe=TRUE, ...)':
toUrlundefined

pathname{A character string of the pathname to be made into a URL.}
  safe{If TRUE, certain "unsafe" characters are escaped.}
  ...{Not used.}

Returns a character string.
