qualify_remaining

<p>Returns a transition rule function intended for use with <code>add_transition()</code>.
During <code>advance()</code>, this selects all participants still available from the
source stage after higher-priority consuming transitions have resolved.</p>

Create and manage tournament brackets for various competition formats
including single elimination, double elimination, round robin, Swiss system,
and group-stage-to-knockout tournaments. Provides tools for seeding,
scheduling, recording results, and tracking standings.
