desc_get_author function

<dl><dt>role</dt>
<dd>Role to query. Defaults to the package maintainer.</dd>
<dt>file</dt>
<dd>DESCRIPTION file to use. By default the DESCRIPTION
file of the current package (i.e. the package the working directory
is part of) is used.</dd></dl>
