An integer vector of the starting month or a Date vector of the starting date.

start

A flag specifying whether to return a character vector of the
study years (or an integer vector of the first year)

full

Manipulates date ('Date'), date time ('POSIXct') and time
('hms') vectors.  Date/times are considered discrete and are floored
whenever encountered.  Times are wrapped and time zones are maintained
unless explicitly altered by the user.
