Low level interface function to the GLPK function glp_load_matrix.

loadMatrixGLPK(lp, ne, ia, ja, ra)An object of class "'>glpkPtr" as returned by
initProbGLPK. This is basically a pointer to a GLPK problem
object.
Number of non-zero elements.
Row indices of the non-zero elements.
Colunm indices of the non-zero elements.
The numeric values of the constraint coefficients.
NULL
