Low level interface function to the GLPK function glp_write_ipt.

writeIptGLPK(lp, fname)An object of class "'>glpkPtr" as returned by
initProbGLPK. This is basically a pointer to a GLPK problem
object.
The name of the text file to be written out.
Returns zero on success, otherwise it returns non-zero.
Interface to the C function writeIpt which calls the GLPK
function glp_write_ipt.
