Low level interface function to the GLPK function glp_check_dup.

checkDupGLPK(m, n, ne, ia, ja)Returns one of the following values:
0 No duplikate elements.
-k Indices ia[k] or ja[k] are out of range.
+k Element (ia[k], ja[k]) is duplicate.
Number of rows in the matrix.
Number of columns in the matrix.
Number of non-zero elements in the matrix.
Row indices of the non-zero elements.
Column indices of the non-zero elements.
