is_rc3

This function checks whether a H3 cell index is in a Class III resolution
(rotated versus the icosahedron and subject to shape distortion adding extra
points on icosahedron edges).

Provides access to Uber's H3 library for geospatial indexing via its JavaScript transpile 'h3-js' <https://github.com/uber/h3-js> and 'V8' <https://github.com/jeroen/v8>.
