Simple age-structured population with age and/or length records, but
expanded across multiple counties and waterbodies for tests and examples
in <code>make_halk</code> used with levels.

datasets

Provides methods for implementing hierarchical age length keys
to estimate fish ages from lengths using data borrowing. Users can create
hierarchical age length keys and use them to assign ages given length.
