difference_gain

Given two Qini curves, \(Q_a\) and \(Q_b\), get an estimate of the difference
\(Q_a(B) - Q_b(B)\), at a spend level B.

Policy evaluation using generalized Qini curves: Evaluate data-driven treatment
targeting rules for one or more treatment arms over different budget
constraints in experimental or observational settings under unconfoundedness.
