This function checks if an object is an integer in the range [low.bound, up.bound].
[low.bound, up.bound]
int.in.range(x, low.bound = 1, up.bound = 4)
TRUE if x is an integer in [low.bound, up.bound], FALSE otherwise.

An object to be tested.
The lower bound. Default value is 1.
The upper bound. Default value is 4.
