primal variables for which the optimal basis remains unchanged.

Value
An R list object with components:
- ErrorCode
- Zero if successful, nonzero otherwise.
- padDec
- Maximum allowable decrease in the lower and upper bounds.
- padInc
- Maximum allowable increase in the lower and upper bounds.
