Low level functionality to set and change the RNG state.
It's recommended to use <code>torch_manual_seed()</code> for most cases.

Provides functionality to define and train neural networks similar to
'PyTorch' by Paszke et al (2019) <doi:10.48550/arXiv.1912.01703> but written entirely in R
using the 'libtorch' library. Also supports low-level tensor operations and
'GPU' acceleration.

torch_get_rng_state function

<dl><dt>state</dt>
<dd>A tensor with the current state or a list containing the state
for each device - (for CUDA).</dd>
<dt>device</dt>
<dd>The cuda device index to get or set the state. If <code>NULL</code> gets the state
for all available devices.</dd></dl>
