representation in base 4 is 16+1 =17.This function is used by <code><a href="/link/accessD.wpst?package=wavethresh&version=4.6.1" rd-options="" data-mini-rdoc="wavethresh::accessD.wpst">accessD.wpst</a></code> to help it access
coefficients.
